Community Board 2 Land Use Committee

Community Board 2 (CB2) will hold its monthly land use committee. The Land Use Committee will begin at 6:30 pm with two public hearings on ULURP (Uniform Land Use Review Procedure) applications.

All committee meetings of Community Board 2 begin with the approval of the agenda, introduction of the committee officers and an invitation for the public to comment on any matters being considered for a vote. The meetings include the approval of the previous month’s meeting minutes, a chairperson’s report, other business, and a community forum during which the public may speak.

ULURP Hearings; 90 Sands and 50 Old Fulton

At 6:30 pm and immediately prior to the regularly scheduled, November 20 (see below) meeting of its Land Use Committee, Community Board 2 will hold two public hearings—

“90 Sands Street Rezoning”
C 200059 ZMK and N 200060 ZRK

IN THE MATTER OF applications submitted by 90 Sands Street Housing Development Fund pursuant to Sections 197-c and 201 of the New York City Charter

A. an amendment of the Zoning Map, Section No. 12d:

1. changing from an M1-6 District to an M1-6/R10 District property bounded by the easterly centerline prolongation of Sands Street (narrow portion), Jay Street, High Street and Pearl Street; and

2. establishing a Special Mixed Use District (MX-2) bounded by the easterly centerline prolongation of Sands Street (narrow portion), Jay Street, High Street and Pearl Street; and

B. for the amendment of the Zoning Resolution, Appendix F, designating the proposed M1-6/R10 district as an Inclusionary Housing Designated Area.

IN THE MATTER OF an application submitted by Alwest Old Fulton, LLC pursuant to Sections 197-c and 201 of the New York City Charter for an amendment of the Zoning Map, Section No. 12d, by changing from an M2-1 District to a M1-5 District property bounded by a line 200 feet southeasterly of Elizabeth Place, Old Fulton Street, Brooklyn Queens Connecting Highway, Hicks Street, Poplar Street, McKenny Street, and Doughty Street, Borough of Brooklyn, Community District 2, as shown on a diagram (for illustrative purposes only) dated October 28, 2019, and subject to the conditions of CEQR Declaration E-519.

The meeting will begin with committee discussion of two ULURP (Uniform Land Use Review Procedure) applications; the “90 Sands Street Rezoning” and the “50 Old Fulton Rezoning” (see above).

The committee will also review three applications to the Landmarks Preservation Commission (LPC) for Certificates of Appropriateness.

º     308 Cumberland Street — Fort Greene Historic District — Application is to replace the windows on the front façade with double-hung windows; all wood with wooden brickmolding at the garden level and metal-clad windows with painted wood brickmolding applied to the frame on the upper (parlor, second and third) floors.
º     259 Clermont Avenue — Fort Greene Historic District — Application is to construct a rooftop stair bulkhead in standing seam metal wall cladding, installing HVAC condensers on the south and west walls of the stair bulkhead; construct an unenclosed roof deck with wood decking and horizontal, stainless steel cable railing; and extend the chimney flue above stair bulkhead. Applicant anticipates that the replacement of windows, areaway ironwork, light fixtures and the rear deck will be approved at staff level.
º     56 Middagh Street — Brooklyn Heights Historic District — Application is to construct a new, four-story plus cellar residential building with a two-bay parking garage to the right (west) of an existing three-story (plus cellar plus basement) building, on a portion of the L-shaped lot currently used for parking. The new building is proposed to be constructed using concrete masonry units with painted fiber cement clapboard and trim to mimic real wood because wood framing, blocking and siding are not allowed by the Department of Buildings in this application.
